Tesla’s $10.1 billion Texas solar gigafactory clears key tax hurdle

September 18, 2026 · PV Magazine USA · Score: 42

Tesla is moving ahead with plans for a $10.1 billion solar factory in Fort Bend County, Texas, after a local school board approved a property tax break for the project. The Lamar Consolidated Independent School District voted 7-0 to grant the tax limitation under a Texas program called the Jobs, Energy, Technology and Innovation Act, which will cap the taxable value of the property for school funding purposes from 2029 through 2038.

The planned facility, on a 3,050-acre site near Richmond, would make solar cells and wafers, not just assemble finished panels from imported parts, which is more common in the U.S. today. Tesla says the plant could employ nearly 9,700 people once running and create over 1,100 construction jobs along the way. Construction is set to run from 2026 to 2028, with production starting in early 2029. Tesla has also said it is weighing a site outside Texas, so this tax deal was one factor in keeping the project in the state.

None of this changes anything about home solar costs or incentives right now. It is a manufacturing announcement, not a rebate program. But a large new domestic source of solar cells could eventually affect the supply and price of panels available to homeowners, especially if Tesla's broader goal of scaling up U.S. solar manufacturing capacity moves forward alongside projects like this one.
