Massachusetts embraces backyard homes as housing and climate solution
Massachusetts homeowners are getting new help to build accessory dwelling units, or ADUs — small backyard homes, garage apartments, or in-law suites. A 2024 state law made ADUs legal in nearly every city and town (Boston is the exception) and limits how much local rules can restrict them, though towns can still set their own property-line setbacks, septic rules, and height limits. In 2025, over 1,200 ADUs got permits statewide, still short of the state's goal of 1,600 to 2,000 a year through 2030. Two new programs aim to make the process easier. The Massachusetts Housing Partnership connects homeowners with providers who charge no more than $500 for a feasibility study covering zoning limits, utility needs, design, and a rough cost estimate. Building an ADU typically runs $120,000 to $450,000, depending on size and whether it's new construction or a conversion. The Massachusetts Clean Energy Center offers a free online tool, the ADU Wizard, that lets you look up your own property, see whether an ADU could work there, and test different layouts. In the Pioneer Valley region of western Massachusetts, a separate program offers one-on-one guidance and a list of manufactured-home suppliers. The state also introduced a low-cost financing program for ADUs in March. Beyond adding housing, many ADUs are built all-electric and highly efficient, some using factory-built, airtight construction, which can mean lower energy bills. Boston explores sea- and river-source heat pumps for big buildings
Boston is testing a new way to heat and cool large buildings: pulling thermal energy from the harbor and nearby rivers. A heat pump moves heat from one place to another to warm or cool a space, and water holds heat more steadily than air, staying cooler in summer and warmer in winter. That makes rivers and harbors an efficient source, especially in a dense, old city like Boston where digging for conventional ground-source geothermal systems is difficult or costly. Three projects are underway. The Boston Area Thermal Energy Network Project, launched in late July, is studying how to draw heat from Boston Harbor, the Fort Point Channel, and the Charles and Mystic rivers to serve large institutions; final recommendations are expected by summer 2027. The University of Massachusetts Boston, which has used seawater for cooling since the 1970s, is now adding equipment to also pull heat from the water for winter heating, aiming to cut natural gas use by 82 percent across 12 buildings. And Vicinity Energy is building a 35-megawatt river-source heat pump on the Charles River, expected to be the largest in North America, to supply steam heat to its institutional customers in Boston and Cambridge. These projects target large institutions, not individual houses, so they will not directly change what a homeowner installs. But they signal growing momentum for water-based heat pump technology in the region, which could eventually shape local energy infrastructure and climate goals.
dcbel is bringing its vehicle-to-everything charger to Massachusetts
Massachusetts homeowners with certain electric vehicles have a new option for free bidirectional charging equipment. Charging company dcbel is joining a pilot program run by the Massachusetts Clean Energy Center (MassCEC) that lets eligible homeowners get a dcbel Ara Home Energy Station installed at no cost. The device lets you send power back and forth between your car battery and your house, not just charge the car. In exchange, you agree to share charging data with the state through the end of 2027. To qualify, you need to own or lease a Nissan Leaf (2018-2025), a 2025 Polestar 3, or a 2025 Volvo EX90, and you cannot already have solar panels or a battery installed. That restriction exists because current state law does not let homes with this kind of car-to-home system also collect net metering payments for solar. Two other automaker-linked options were already part of the program: Wallbox hardware for the Kia EV9 (2024-26), and a Sunrun-Ford setup for the F-150 Lightning (2022-25). Participants can also join related utility programs (ConnectedSolutions, Connected Homes, and Clean Peak), which pay homeowners for letting the utility control the charger at certain times. dcbel says its system could save participants up to $1,300 a year through these programs, though actual savings will depend on enrollment and usage. The pilot is funded through $6.3 million from a larger $50 million pot of federal money Massachusetts received for EV charging projects. Applications are open through September 2026 or until funding runs out, and the state plans to install up to 60 residential units total.
