IRA Home Energy Rebates: Which States Have Launched Programs?
The Inflation Reduction Act allocated $8.8 billion for home energy rebates through two programs: HEAR (Home Electrification and Appliance Rebates) and HOMES (Home Efficiency Rebates). Implementation varies dramatically by state. California was oversubscribed within weeks. Texas has $690M allocated but no programs launched. South Dakota and Idaho declined or zeroed their funding, while Wyoming — often reported as having declined — actually holds a conditional ~$69M award (HOMES + HEAR) that was paused after Jan 2025 and is now being rebooted by DOE, though it is not yet claimable. Florida is in active pre-launch (its FDACS Florida Energy Saver portal shows a DOE-approval-to-statewide roadmap, ~$346M) despite earlier reports it had returned funds. States like Connecticut, Vermont, and New York have active programs integrated with existing efficiency infrastructure.
