The cheapest heat pump is the one a tight house lets you buy. Here's the ordering decision that saves more money than any equipment discount.
Heating load is a number you can shrink
A heat pump is sized to your house's heating load — the BTUs per hour it loses on the coldest design-temperature night. Air sealing and insulation attack that number directly. Seal the attic plane and rim joists, bring the attic to a climate-appropriate R-value, and the load drops; the equipment sized to it drops with it — try it yourself in the sizing calculator by flipping the envelope setting.
Smaller equipment isn't just a purchase-price win. A right-sized heat pump cycles less, dehumidifies better, and holds the house on the nights that matter. Size for the leaky house and you own the oversized-system problems forever.

When the furnace dies first
Furnaces die in January and the right order isn't a purity test. If equipment has to come first, do two things: commit the envelope work to a date (not a someday), and have the contractor size from a load calculation that assumes it. A contractor who knows the sequence can size for the envelope you'll have rather than the one you've got — it's one of the questions worth asking before you sign.
Programs are built around this order
State efficiency programs typically pay a larger share of envelope work than of equipment, and many require an assessment before paying for anything — the same order this page argues for. Sequencing questions
Should I insulate before getting a heat pump?
If you can, yes. Air sealing and insulation shrink the heating load, which lets the heat pump be smaller and cheaper — and a right-sized system runs better and lasts longer than an oversized one. The exception is a dead heating system that can't wait; then size from a load calculation that assumes the envelope work you're committing to.
Can I install a heat pump in a leaky house?
It will work — it just has to be bigger, costs more to buy and run, and struggles more on design-temperature nights. The envelope work still needs doing eventually; doing it first is how you avoid paying for capacity you'd never need in a tight house.
How much smaller can my heat pump be after insulating?
It depends on where you start. A leaky, under-insulated house can see its design heating load drop substantially after air sealing and attic insulation — sometimes a full equipment size or more. The honest answer comes from comparing a Manual J before and after (or modeling the planned improvements), not from a rule of thumb.
Do rebate programs require an energy audit first?
Many do — particularly whole-home programs, which base incentives on measured or modeled savings from an initial assessment. Even when it's optional, the assessment usually unlocks larger rebates. Check your state page for the specific requirement.
