One line item, two different jobs.

The $3,500 panel line on your heat pump quote might be a panel swap, or a full service upgrade with meter and service-entrance work. They cost very different money, and most quotes never say which one you're buying.

01 · The range

Two jobs hiding under one name

Published sources genuinely disagree on what a 100-to-200-amp upgrade costs, and the disagreement is informative. Contractor-network data puts the typical job at $1,300–$3,000, with a broader observed span of $800–$4,000. A load-calculation industry guide puts the average at roughly $3,500. Both are real numbers. They are measuring different jobs.

The lower band describes a panel-only swap: new panel and breakers at the same service size the house already has coming in. The higher figure includes service-entrance and meter work, the parts that connect your house to the utility, which many quotes labeled "panel upgrade" quietly exclude. A true full service upgrade can exceed $3,500–$4,500. When two bids for "the same job" land $2,000 apart, this is usually why: they are not the same job.

03 · The alternative

Panel replacement vs adding a subpanel

These solve different problems, and quotes rarely say which problem you have. A subpanel adds breaker slots. If your panel is physically full but a load calculation shows you have amperage headroom, a subpanel gives new circuits somewhere to land without touching your utility service. It is a smaller job than either version of the upgrade above.

What a subpanel cannot do is create capacity. If the load calculation shows your total demand genuinely exceeds what 100-amp service delivers, redistributing circuits does not change the ceiling, and you need the service upgrade. The decision input is the load calculation, not the electrician's first instinct. Ask to see the math: space problems get subpanels, capacity problems get service upgrades, and paying for the second when you have the first is the expensive mistake this page exists to prevent.

04 · The honest question

Do you actually need the upgrade?

Often, no. Many electrification projects fit on existing 100-amp service, especially with load-management devices that keep the biggest loads from drawing at once. The panel upgrade is real for some houses, but it is also a common reflex line item, added because it makes the job simpler for the contractor rather than because the load calculation demands it.

The base rates are lower than quotes suggest. Roughly 15–20% of induction range installations trigger a panel upgrade, and the homes that do are typically pre-1990 with less than 100-amp service. If your house is newer than that with standard 100-amp or larger service, treat an unexplained panel line item as a question, not a fact. Ask for the load calculation that justifies it, and get a second bid that prices the project both with and without the upgrade.

What rebates change

In states where the federal HEAR rebate program has launched, income-eligible households can get up to $4,000 toward an electrical panel upgrade and up to $2,500 toward wiring. Households under 80% of area median income can have up to 100% of project cost covered within those caps; 80–150% AMI households get 50%. The caveats are load-bearing: HEAR is live in some states, pending or restricted in others, and some launched states, Arizona among them, only pay the panel cap when it accompanies a qualified appliance install rather than as a standalone project.

One number to ignore: the $600 federal tax credit for panel upgrades that some cost guides still cite. That credit (part of 25C) expired for equipment placed in service after December 31, 2025. 06 · Sequencing

Where the panel sits in an electrification plan

The panel question belongs at the planning stage, before any equipment contract is signed. If you assess capacity once, against the full list of loads you intend to add over the next decade, you make one panel decision. If you let each project discover the panel separately, you risk paying for the assessment three times and finding the limit via change order mid-install. How much does it cost to upgrade from 100 amp to 200 amp?
